Roxy – that is so they do not have to provide the cash value of the prize to the Gvmnt of Quebec (for the duration oof the contest and up to 6 months after, I believe) and go through all their ridiculous legal hoops. So blame the Provincial government. Maybe if enough people complained they would repeal this law and let those from Quebec play along… Good luck all
