I don’t see anything like that on the actual entry page, and the rules read:
2. ELIGIBILITY. Contest is open only to individuals who are 13 years of age or older at the time of entry (unless otherwise stated). The Contest is not open to residents of Cuba, Iran, Iraq, Syria, North Korea, Myanmar (formerly Burma) Sudan, Puerto Rico or the province of Quebec. Such residents are not eligible to participate.
…so it looks like people from many different countries can enter. All of Canada, except QC (sorry QC folks!)…
