The contest is only open to under 13.

that is what the rules state
no – if you are under 13 you need your parents permission
Well – yes it does state:
Entrants under the age of majority in their province or territory of residence must have a parent or legal guardian consent to their participation. Proof of identification and parental consent must be provided upon request. If a parent or legal guardian does not provide consent, or proof of identification cannot be obtained, the entry will be disqualified. The contact information collected by TELETOON Canada Inc. („TELETOON?) with your entry will only be used for contest purposes.
Then it goes on to say that you must be 13 or under. Which would mean EVERY entrant would need permission.
